Difficult to say for sure especially if that is new web hosting company which is only getting started.

There is a lot of scam. I suppose that the main reason of that.

Generally they say that the cheaper ones are not good enough. simple reason for that is that they would not be earning enough to make up for quality support services, expensive high quality servers etc.

I do not think that is about every web hosting company. If the service is cheap that does not mean that is bad or poor. I think that in this situation everything depend on the web hosting company only which provides these services.

Web hosting business mainly runs online and distant companies are involved, people are this careful as they would like to stay away from the trouble. This has also given arise to spamming in terms of fake reviews sites coming up in large numbers
