Default Google PR. Backlinks only?
I have heard that Google PR is all about backlinks and nothing else. True?

Only backlinks are not playing the pivot role to get the high PR. Your site should have good content & rightly chosen keywords. You can also do site submission, forum posting to enhance your site' PR.

PR is depends more than one factor same as ranking depends more than 100 factors as per google

Back-link is one of the vital issue for increase PR. But I think content is second and their has more then 100 factors depends for increase your site PR.

I'm not SEO expert. But the only thing I know is about SERP. And for giood ranking that doesn't matter what PR your web site has

relevant backlinks are the major factors affecting page ranks..
pr also depends on the page content and the age of the domain and linking pages..
