They have all is needed for very affordable and reasonable price.

WHMCS for sure. Does cPanel setup automatically which is really awesome when your away from your computer.

WHMCS is the best in my opinion. Everything that you need and a great support platform.

Kayako is probably the most feature-rich, though it can be expensive for startups. WHMCS is one of the better low-cost options.

For a free billing portal i would say boxbilling, because it's easy to handle. But it doesn't have many features.
And for paid i would recommend HostBill, because it looks very professional.
